Innovation means keeping the goal of material success but turning to deviant means, usually crime. Theft or fraud can provide money without following the approved route. Merton believed this response was particularly likely among people at the lower levels of society who were denied conventional opportunities, for example because they were less likely to gain the necessary qualifications.
