Revise: Military RivalriesThe purpose was deterrence: an opponent might avoid attacking because the consequences would be too destructive. Yet this did not make nuclear rivalry safe. Threats of retaliation increased the stakes of a confrontation, while mistrust and miscalculation could still lead to war.
