Paper 2
An agreement or announcement to stop fighting; it does not necessarily settle the political causes of a conflict.
Revise: Modern Conflicts: Post-1945 to 2010In 1994, the IRA announced a cessation of military operations, followed by a loyalist ceasefire. These announcements reflected a growing willingness to pursue political dialogue. They were a major turning point, but a ceasefire stopped fighting rather than automatically settling the disagreements behind it.
Separate the promises of the Paris agreement from what actually happened: a ceasefire and peaceful settlement were agreed, but fighting continued.
Keep the ceasefire sequence clear: Resolution 338 on 22 October did not immediately end the fighting; Resolution 340 was accepted on 25 October.
The 1994 ceasefires marked a move towards negotiation, not an immediate or permanent end to the conflict.
