Diem sent the ARVN, equipped with American weapons, to suppress the rebels and recover areas under Vietcong control. As rival forces fought for control of South Vietnam’s countryside, the conflict developed into a civil war.

More directly, American financial aid worth millions of dollars supported Diem’s government, while US military advisers helped train the ARVN, South Vietnam’s army.
