Used by Edexcel and OCR
Paper 1
Revise: Modern Prison Reforms and Alternatives to CustodyThe first open prison opened at New Hall, near Wakefield, in 1933. Open prisons had more relaxed rules and lower security than traditional closed prisons. They were intended for suitable prisoners, including those considered a low risk or approaching the end of their sentence.
Paper 1
A prison with fewer physical security restrictions, used for prisoners assessed as suitable for greater trust and freedom.
Revise: Changes in punishmentOpen prisons offered another approach. Britain's first open prison, New Hall Camp, opened in 1936. Suitable low-risk prisoners experienced fewer security restrictions and could undertake work or training.
Support explanations of reform with precise examples: probation in 1907, New Hall open prison in 1933, or community service orders in 1972.
Open prisons and young offender institutions still involve custody. Probation and community service can be alternatives to custody; parole follows time already spent in prison.
