Southern opponents could obstruct legislation through congressional committees and, in the Senate, a filibuster. By prolonging debate, they hoped to delay the bill until its supporters accepted weaker provisions. Earlier civil rights bills in 1957 and 1960 had been weakened before opponents allowed votes to proceed.
