Revise: Federal Government Involvement and the Civil Rights Act 1964Congress, consisting of the House of Representatives and the Senate, could pass laws protecting civil rights. The president could promote those laws and use the federal administration to support their enforcement. These roles were connected: a court ruling established a right, but further action might be needed to make that right effective.
