Revise: Minority Groups and the Civil Rights MovementOn 26 July 1948, he issued Executive Order 9981, establishing equality of treatment and opportunity in the armed forces regardless of race, colour, religion or national origin. It set the policy of desegregation and established a committee to recommend the changes needed to implement it.
