A deliberate change to the organisation, provision or operation of education.

An education reform deliberately changes how education is organised or provided. The Conservative government's Education Reform Act of 1988 introduced changes including the National Curriculum and arrangements encouraging parental choice and competition. The National Curriculum began to be implemented in September 1989.
