Ratification

To become part of the Constitution, the amendment needed ratification by at least 38 states. It was therefore a proposed constitutional change, not an equality guarantee that immediately came into force in 1972.

Following the Soviet invasion of Afghanistan in December 1979, Carter asked the US Senate in January 1980 not to proceed with ratification. SALT II never formally entered into force, although both governments subsequently pledged to observe its terms.
