Parliamentary majority

Hindenburg wanted a more right-wing government, and Brüning’s government excluded the Social Democrats. It therefore lacked a parliamentary majority: the support of more than half the Reichstag’s representatives.

Parties disagreed over how to respond, and Chancellor Heinrich Brüning lacked a parliamentary majority. His government depended on Hindenburg’s support and used emergency decrees under Article 48 to govern without parliamentary approval.
