Revise: The Sharpeville Massacre and Its ImpactThe Pan Africanist Congress (PAC) organised an anti-pass campaign. It called on Black South Africans to leave their pass books at home, gather peacefully at police stations and offer themselves for arrest. The PAC hoped that mass arrests would overwhelm the prisons and disrupt the economy, making the pass laws difficult to enforce.
