The 1968 report of a commission established by President Johnson to investigate urban riots. It linked unrest to racial inequality, poor living conditions and failures of policing.

Revise: Civil Rights 1965–75Johnson established a commission in 1967** to investigate the unrest. Its findings appeared in the Kerner Report in 1968. The report warned that America was moving towards two societies, one Black and one white, which were separate and unequal.
