Revise: Experience and Impact of MigrantsThe Macpherson Report (1999) found institutional racism in the Metropolitan Police. It helped bring changes in police training and accountability, showing that equal rights campaigning could challenge the practices of public institutions.
Do not confuse Scarman’s rejection of institutional racism with the later Macpherson Inquiry’s finding that the Metropolitan Police was institutionally racist.
