Revise: Use of TerrorThe most intense phase, the Great Terror of 1936–38, reached far beyond leading politicians. Party officials, members of the armed forces, workers, peasants, religious figures, scientists and artists could all be labelled ‘enemies of the people’. Being accused did not mean that someone had actually opposed Stalin.
