It would establish a national minimum payment for families with dependent children: $1,600 a year for a family of four. It would also extend assistance to the working poor.
Distinguish a policy’s aim from its outcome. Johnson did not eliminate poverty, and Nixon’s Family Assistance Plan did not become law.
