Revise: Expansion in AfricaThe conference’s General Act, agreed on 26 February 1885, established the principle of effective occupation: a power needed to establish authority to support a territorial claim against its rivals. Merely raising a flag was no longer sufficient. This encouraged colonial powers to extend their control inland, intensifying conquest, exploitation and oppression.
