Revise: Crown and ParliamentOn 15 March 1672, Charles issued the Declaration of Indulgence. It suspended religious penal laws rather than waiting for Parliament to repeal them. Protestant Nonconformist ministers could apply for licences to establish congregations outside the Church of England.
For the Declaration of Indulgence, explain both objections: toleration for Catholics and the king’s claim to suspend parliamentary laws. Connect its withdrawal to his need for parliamentary taxation.
