Revise: Changes in crimeA crime rate also differs from a total number of crimes: it relates offending to population size. If the population grows, a larger number of offences does not necessarily mean that the crime rate has increased by the same proportion. Comparisons over time must therefore consider population, reporting, recording and changes in the law.
