Contraband of war

At Fort Monroe in Virginia, Union General Benjamin Butler refused to return three fugitives. He classified them as ‘contraband of war’: enemy property taken into Union hands that would not be returned. This used the slaveholders’ own claim that people were property to justify withholding them from the Confederacy.
