Revise: Conflict on the PlainsThe treaty helped establish the policy of concentration: allocating particular territories to tribes rather than allowing unrestricted movement across the Plains. Government officials hoped that clearer boundaries would separate tribes from settlers and reduce conflict. This was a step towards greater government control, although allocating large tribal territories was not the same as successfully confining everyone to small reservations.
