Revise: Urban Development and Military ReorganisationAccording to Livy, Priscus drained the low-lying ground around the Forum and other valleys through conduits emptying into the Tiber. These works began the drainage system that would develop into the Cloaca Maxima. Removing trapped water helped make central ground usable for the activities of a growing city.
Keep the building stages separate: Priscus began drainage and prepared Jupiter’s temple site; Superbus developed the Cloaca Maxima and completed the temple building.
