Revise: The Reign of Servius Tullius: Reforms and OmensServius introduced a census, registering citizens and assessing their property. This gave the state a basis for deciding what each citizen should contribute in both peace and war. Taxation was assessed in proportion to the value of property, while military obligations also depended on wealth.
