Revise: Policing in Liverpool, 1787 to 1900In 1787, Liverpool’s parish system of constables and nightwatchmen, known as the Charlies, was reorganised into four districts, each with a head constable and two assistants. They depended heavily on the public to report crimes and provide accounts of what they had witnessed. Magistrates encouraged people to report what they saw.
