Equality of access

Equality of access means people have a fair opportunity to use services. Counting schools, shops or medical facilities is only a starting point. A service may be physically close but inaccessible because it is too expensive, opens at unsuitable times, has steps that prevent wheelchair access or cannot meet a person’s needs.
