Like flood walls, they increase the amount of water the channel can contain before overflowing. Earth embankments can be covered with grass, helping them blend into the landscape, and can be cheaper than flood walls.
Do not claim that any strategy prevents all flooding. Embankments can be overtopped or breached, and the Thames Barrier addresses tidal flooding rather than upstream river flooding.
