Active layer

Above it lies the active layer, which thaws during summer and freezes again in winter. Seasonal thawing does not mean that all the permafrost has melted.

On Arctic tundra, only the surface active layer thaws each summer. Permafrost remains beneath it. Water cannot easily drain through this frozen ground, so the surface can become boggy and waterlogged despite low precipitation.
