‘Ulema

The ‘ulema are religious scholars, commonly trained in Islamic schools and seminaries. Their authority comes from recognised learning and expertise, rather than necessarily from appointment to a court. A suitably qualified scholar can issue a fatwa, an opinion answering a religious legal question.
