Vagrants attracted particular suspicion. Moving between places without a permanent home or employer made them difficult for local authorities to supervise. Although people might travel to find work, officials often associated wandering and begging with theft, deception and disorder.

Elsewhere, people travelled in search of employment, becoming known as vagrants or vagabonds.
