Revise: DétenteOn 26 May 1972, Nixon and Brezhnev signed the SALT I agreements in Moscow. These included an interim agreement limiting strategic nuclear missile systems and the Anti-Ballistic Missile Treaty.
Distinguish arms limitation from disarmament: SALT restricted weapons systems but did not remove the superpowers’ ability to destroy each other.
Keep the agreements separate: SALT I (1972), Helsinki (1975) and SALT II (1979). Helsinki covered European security, cooperation and human rights, not just nuclear weapons.
Distinguish signing from ratification: SALT II was signed, but it never formally entered into force.
