Plebeians

Tarquin compelled plebeians to work on the Temple of Jupiter in addition to their military service. They were later transferred to harder, less prestigious work on the Circus and the Cloaca Maxima sewer. The same citizens could therefore bear the costs of both campaigns and construction.
