Revise: Attempts at a SolutionThe treaty recognised that refugee problems could not be fully resolved by Israel and Jordan alone and required wider negotiations. It also recognised Jordan’s special role in Muslim holy shrines in Jerusalem without settling Jerusalem’s permanent status. The treaty demonstrated that negotiations could produce substantial agreements while leaving the central Palestinian questions unresolved.
