Revise: Policing, Crime and Social Tensions in WhitechapelThe Met was directly responsible to the Home Secretary, who appointed its commissioner. This mattered politically: the police were not simply a local service controlled by Whitechapel residents. When officers suppressed protests against government policies, critics could see them as defending the government rather than protecting the poor.
