Revise: ReconstructionCongress had established the Freedmen's Bureau in 1865 to oversee the transition from slavery to freedom. In 1866, it sought to extend the Bureau's work and passed a Civil Rights Act establishing national citizenship and equality before the law. Johnson vetoed these measures.
