A presidential directive governing the work of the federal government, issued using the President's legal authority.

Revise: Minority Groups and the Civil Rights MovementRoosevelt issued Executive Order 9066**. It authorised military commanders to establish military areas and exclude civilians from them. The order did not name an ethnic group, but its implementation led to the mass removal and confinement of Japanese Americans from the West Coast.
Distinguish Executive Order 8802 (Roosevelt, 1941: discrimination in defence employment) from Executive Order 9981 (Truman, 1948: equality in the armed forces).
When assessing progress, balance new opportunities and government action against continuing discrimination. An executive order did not produce immediate equality in practice.
