His New Labour approach sought the political centre ground, combining economic growth with aims such as reducing poverty and improving social mobility. His government pursued welfare reforms and introduced devolution.
Explain both change and continuity: devolution transferred important decisions, but did not make Scotland, Wales or Northern Ireland independent.
