Distinguish genuine support from conformity: joining an organisation or attending a rally does not, by itself, prove private enthusiasm.

It is important to distinguish popularity from visible conformity. A cheering crowd might contain genuine supporters, while a salute or silence might reflect pressure or fear. Nazi propaganda emphasised enthusiasm and concealed disagreement, making the regime appear more universally popular than it was.
