Revise: Collapse of the USSRIn early December, Yeltsin and the leaders of Ukraine and Belarus agreed to establish the Commonwealth of Independent States (CIS). This was an association of independent countries, not a Soviet state ruled from Moscow. By the end of December, 11 former Soviet republics had joined it.
