In a top-down strategy, governments and other powerful organisations make major decisions and direct investment. They can coordinate expensive infrastructure across a whole city, including water supply, waste disposal, transport and air-quality improvements. However, decision-makers may prioritise prestigious projects over the everyday needs of poorer residents.
