Bottom-up strategy

A bottom-up strategy starts with local communities identifying problems and helping develop solutions, often with support from a non-governmental organisation, or NGO. Local knowledge can make services more suitable and encourage residents to look after them. However, neighbourhood projects may depend on limited funding, volunteers and government permission.
