Short-term relief meets urgent survival needs in the hours and days after a disaster. Long-term planning builds the capacity to cope with future events: emergency services need reliable funding, trained staff, equipment and coordinated plans. Recovery also provides an opportunity to rebuild more safely rather than recreate the same vulnerabilities.
