Revise: We RefugeesThe 1951 Refugee Convention gives the term a more specific legal meaning: someone outside their country who cannot or will not seek its protection because of a well-founded fear of persecution based on race, religion, nationality, membership of a particular social group or political opinion. Zephaniah also includes drought, floods and hurricanes, using ‘refugees’ more broadly to connect different forms of forced displacement.
