Revise: Citizens and citizenshipIn AD 212, Emperor Caracalla issued the Constitutio Antoniniana, extending citizenship to most free inhabitants of the empire. Slaves were not included. This greatly widened membership of the citizen body, but did not make all inhabitants equal in wealth, influence or opportunity.
