Revise: Population Changes and MovementA refugee is someone outside their country who cannot safely return because of a well-founded fear of persecution. A person recognised as needing protection because they are outside their country and cannot safely return owing to a well-founded fear of persecution.
A refugee is someone recognised as needing protection because they cannot safely return to their country owing to a well-founded fear of persecution.
