A party list whose candidate order is decided by the party; voters cannot choose between candidates on that party's list.

Revise: Alternative Voting SystemsWith a closed list, voters choose a party and the party determines the order in which its candidates receive seats. With an open list, voters have some influence over which individual candidates are elected. Party lists were used to elect the UK's Members of the European Parliament in Great Britain when the UK participated in those elections.
Check the election and period in the question: Wales replaced AMS with closed lists in 2026. Parliament also legislated in 2026 to bring SV back for mayors and Police and Crime Commissioners; legislation and its implementation are not the same thing.
