Bringing an issue repeatedly into the news can make it seem more important: this is agenda-setting. Choosing particular facts, images or words can affect how people understand it: this is framing. A personal account of hardship, for example, can make a policy debate feel like a question about people’s everyday lives rather than just spending figures.
