A waxy, water-resistant layer covering the epidermis of a leaf and reducing water loss from its surface.

Revise: Extreme EnvironmentsThe epidermis of a leaf is covered by a waxy cuticle. Wax is water-resistant, so the cuticle reduces evaporation directly from the leaf surface. A substantial cuticle is especially useful when conserving water is important.
Do not say that a thick cuticle stops all water loss. It reduces evaporation through the leaf surface.
