Dark figure of crime

Unreported and unrecorded offences form the dark figure of crime. Changes in reporting or recording can also alter the figures: more people reporting offences, or police recording them more consistently, can increase recorded crime without an equivalent increase in actual offending. This limits comparisons across time.
