The complete pressure measured relative to a vacuum; for an open liquid, it includes atmospheric pressure and the pressure due to the liquid.

Revise: Pressure in a FluidAt the exposed surface, the pressure due to the liquid column is zero, but the total pressure is still approximately atmospheric pressure. Below the surface, the water adds further pressure.
Decide whether the question asks for the pressure due to the liquid alone or the total pressure. Add atmospheric pressure only for the total.
At the surface of a liquid open to the air, the liquid contribution is zero, but the total pressure is not zero: it equals atmospheric pressure.
