Revise: Neutral AtomNeutrons contribute no charge, so changing the number of neutrons does not affect whether an atom is neutral.
Do not say that the nucleus is neutral. The nucleus is positively charged; the whole atom is neutral because the surrounding electrons balance its charge.
If an atomic number is given, it equals the number of protons. For a neutral atom, it therefore also equals the number of electrons.
